That is not strictly speaking true.  Any user can run those programs - they 
don't even need access to the master configuration file since they can use 
the --config option to override the default search path.  So they can set up 
there own backup system if they so wish.  User's just need read access to the 
directories they wish to back up, and write access to the backup destination.  
A user could very well use dirvish to backup their own data within 
directories to which they have write access.

However, as mentionned by Paul, the fact of the matter is that dirvish is 
mainly aimed at sys-admins making system backups.  Hence Paul's Debian 
packaging targets the sys-admin bin directory (/usr/sbin).
